Create baseline for new version of fine grained admin permissions feature with aim to make it supported.

The baseline should allow administrator to enable/disable the feature both on server and realm level together with improvement in the admin console, where instead of having the management inside Authorization tab of realm-management client, it should be accessible via left side menu.
