Allow an admin user to disable automatic refresh in event views.

Additionally refreshing the event view should retain the current expanded events.

Motivation

Currently the user event view automatically performs a periodic refresh. However, the current implementation resets the currently expanded user events. It's currently quite cumbersome for admins to inspect an event, if it is collapsed all the time.
