During upgrades, we need to either show a actionable error message to users if there are issues during upgrading, or need to see if there is a need to disable the UIs during upgrades.

We know that the single page apps for account/admin UI require at least reloading of single page app. 

This is an explorative task to understand what is needed, and to identify a minimal first viable solution.
