Description

Currently if a new flaky test is detected in a PR the bot adds a comment with a link to create the issue. However, it would be better if the bot has a command to create the issue:

• Bot can remove pull request review, and comment
• Bot can check if issue has been created in the meantime elsewhere before creating the issue
• Bot can limit to only users with triage access to be permitted to run the command

In addition it seems only users with write access can use the link in the issues. For others it will just list the issue templates.
