This PR might disrupt scaffolding some packagers may have made to account for this being missing in the past. We should make sure to highlight it at the top of the release notes. |

To be clear, this is distinct from the targets file that would be generated at install time (and has been present in GEOS for several releases). I will add a note to NEWS. |
