📌 Summary
This PR prevents a premature update of the deployment state stored in a ConfigMap, when possibly not all runtime upgrades have been completed.

Note that the issue needed solving prior to the upgrade to 4.12, and therefore a similar fix has been backported to the 4.11 release branch (44e59ae)
