Transition federation packages to sparse array from sparse matrix #1374
Description
Scipy is migrating from spmatrix to sparray.
The details are discussed in the migration guide.
This issue is intended to track this transition across our ecosystem.
Work has begun at the 2025 Scientific Developer Summit where the focus was on libpysal and spreg.
As explained in the migration guide, and more specifically for pysal, there are two passes needed to accomplish the migration.
