Adds the PyPI trove classifier for Python 3.13.

Declare support for Python 3.13

* Test against 3.14-dev on CI

* Fixes to support Python 3.14-dev

* Modernize to use pyproject.toml and drop versioneer

- support Python 3.14 and drop Python 3.8
- some additional cleanup and modernization

* Add basic pre-commit hooks; use pycodestyle, not pep8

* Always include building wheels in CI for PRs

* Test the version (for coverage!)

* Add `"PyToolz Contributors"` as authors in pyproject.toml

* Try to get trusted publishing to work

* Make publishing a trigger-able workflow

- Add `check-yaml`, `actionlint`, `yamllint`, `zizmor` pre-commit hooks.
  - And perform fixes guided by them.
- Update codecov from 4 to 5. This should maybe be looked at closer.
- Remove `conda.recipe` instead of updating it, because it probably isn't used.

Sometimes an iterable's `__len__` is incorrect, which can lead to bad output from `partition_all`. We now raise an exception (when we previously output bad data) in these cases so the user can more easily find the invalid iterable and fix it. Fixes #602.
