Reproduction steps

  1. Configure a custom npm registry
  2. Make sure that the global and local pnpm versions mismatch
  3. Block network access to https://registry.npmjs.org
  4. Run pnpm install

Describe the Bug

The pnpm self update downloads pnpm from the npm registry, even if a custom registry has been configured.
I noticed this while npm was down due to a cloudflare outage.

There was an attempt to fix this issue with #10205 but the changes have been reverted.

Expected Behavior

The pnpm self update uses the registry that has been configured in the system.
