Better motivate the package #668

@MichaelChirico

Description

@MichaelChirico

Hi, I inherited using rhub::check_for_cran() from another maintainer's release process and kept it up from inertia.

As I approach a new release, I'm wondering "do I need this step?" and turned to the package website to try and answer this.

I found the README summary less than compelling:

R-hub v2 uses GitHub Actions to run R CMD check and similar package checks. The rhub package helps you set up R-hub v2 for your R package, and start running checks.

I don't really see why I would go out of my way to use this. I think it makes sense to try and write down some better / self-contained motivation for the package in the README as a pitch for using the tooling.
