Add fixtures: accounts, library acquisition settings, order and order lines


**How it works**

Currently, no fixtures exists for Bibliothèque du Lycée d'Aoste. To test an order and a receipt, we have to re-do all the settings manually

**How it should works**

At least
* add acquisition settings for all libraries
* add 1 acquisition account for each library
