stage0: create required directories instead of requiring stage1 to have them. #1862
Description
The directories we require to exist inside stage1 are:
/rkt/status/rkt/env/opt/stage2
But instead, we could create them when running rkt, document that the paths above are reserved for rkt and drop their creation in build system for our stage1 images.
