As a DAO member, I want to be able to submit a proposal for voting so that I can propose something the DAO should do. This could range anywhere from spending treasury funds, to focusing on a project, to adding or remove a member and more.

Acceptance Criteria

• user can enter:
  • description
  • possible answers (2 to n, single select)
  • expiration date/time
• proposals are written on chain so are NOT editable

Technical Requirement

• Create new smart contract and set with data
• UI form for entering new data
