During the release of Shlink 4.4.1, the docker image build started to fail for ARM architectures.

Nothing had changed on that regards since the previous 4.4.0 build, so I tried to pin versions of the base docker image and buildx to the ones used for that version, but it continued failing.

I was even able to reproduce the error locally.

At the end I disabled the building for ARM, but it needs to be brought back, with a bit more investigation.
