Voter registration requires validator signature #2513
Description
Problem
Voter registration requires the validator to sign, whereas voting uses the VoteSigner service.
Proposed Solution
Remove VoteInstruction::RegisterAccount and instead use the VoteSigner service to sign a SystemInstruction::CreateAccount transaction.
