W3C Councils have to produce reports to inform the membership of their decision and reasoning for the decision. We have a Bikeshed template already, but it would be nice to have one for Respec as well.

I believe all that is needed is the following:

1. specStatus option for COUNCIL-REPORT
2. Make editors not required for COUNCIL-REPORT documents
3. Remove requirement for the abstract and sotd sections
4. Remove requirement for a group or allow "Council" as a group (may need some other work elsewhere, let me know if this bit belongs elsewhere).

Council Reports may require options for different levels of access, generally all council reports are public, but there are some cases where access may need to be limited, not sure if that can be configured in Respec.
