When start and stopping containers, playwright is gone and/or you must run `bin/setup` again - need a better error message

See #60 for an example, but basically if you stop the dev environment, then start it back up, you have to run `bin/setup` since the containers' filesystem is ephemeral.

At best, a nicer error message should be produced.
