Per Nick's comment on #122 the current GH actions config tests for source build only, and not installs of bwi_common and its packages. The TravisCI setup that #122 replaced was testing for installs, since in the past bwi_common was frequently released in binary form.

installs should be tested for and added to the current GH Actions configuration.
