Add support for HTML format in Clipboard on WebAssembly #21703

What would you like to be added? 💡
When the Clipboard content contains HTML format, it should be available in the DataPackageView on WASM. Conversely, it should be possible to set html content on a DataPackage and copy it into the clipboard on WASM.
