[Skia.LinuxFrameBuffer] Runtime tests are not run in CI #22155

Current behavior 🐛
We need to include a job that runs the runtime tests in CI. If a real DRM device isn't available, we may either add support for a "dumb buffer" or use a framebuffer device instead.
