USWDS - Bug: utility breakpoints #5011

Describe the bug
I'm using "@uswds/uswds": "^3.0.2"
In the docs under utility breakpoints, it lists those set as true or false by default.

Steps to reproduce the bug
In order to enable the mobile breakpoint, I set the following value in _uswds-theme.scss
$theme-utility-breakpoints:

Expected Behavior
I will be able to use utilities like mobile:utility and desktop:utility. Instead the desktop breakpoint was disabled while the mobile was enabled.
