Describe the bug

With default settings, Safari does not tab into the in-page navigation component.

However, if you turn on the "Press tab to highlight each item" setting, the in-page navigation becomes accessible by keyboard.

We should confirm that this fits our requirements for browser compatibility. Should we expect users to have customized this setting?

Steps to reproduce the bug

1. Go to the in-page navigation component
2. Press tab to try to navigate through the items in the component
3. Notice that the navigation items do not receive keyboard focus

Expected Behavior

Items inside the in-page navigation component should be accessible with standard keyboard behaviors.
