Overview

Adds in support for POSIX-compliant GMT Offset timezomes as described in https://github.com/eggert/tz/blob/main/etcetera

Changes

New file to store the gmt offset timezones
New parameter includeGmtOffsets which will toggle the new offsets
Update getTimeZones to use new parameter
Update example in readme
Update .d.ts with new parameter
