Requirement# 2.1.1 deals with image alternatives and #2.1.3 with non-text alternatives.
The term non-text content is supposedly to be understood as a negation of the term "text".
Does non-text content not include images?
The term text alternative is defined only with respect to non-text content and not images. Yet the example refers to an image of a chart.
Definition: "text that is programmatically associated with non-text content or referred to from text that is programmatically associated with non-text content.
Example
An image of a chart is described in text in the paragraph after the chart. The short text alternative for the chart indicates that a description follows".
WCAG 2.0 was much more clearer with all this. I am trying to understand the need for making this distinction and how / who it helps.
