  1. Only advertise MCP functions that are actually available 

    - Modified the server to conditionally register tools based on environment variables
- Previously, even when a feature was disabled, the function was still advertised and returned a disabled message
- Now, disabled functions are not registered with MCP at all, making the API surface cleaner
- Updated tests to verify conditional registration behavior
- Refactored tests to handle dynamic feature availability
