NotAuthorizedException if Permormance Insights is not enabled #6
Description
If RDS instance don't have PI enabled the rds-health check -n DB shows:
Error: operation error PI: GetResourceMetrics, https response error StatusCode: 400, RequestID: xxx, NotAuthorizedException: The resource db-xxx for service type RDS is not authorized for this account: failed to fetch samples

Expected Behaviour:
Have a clear message that's-health` fails to get the data, because PI is not enabled.
