This generalizes CLI matching for TP checks, but at the cost of
shell: cmdcompatibility. I consider this an acceptable tradeoff, sinceshell: cmdsupport never worked well in the first place and I intend to add a check to the obfuscation audit for it (everyone should useshell: pwshor similar on Windows runners).Fixes #1251.
