This generalizes CLI matching for TP checks, but at the cost of shell: cmd compatibility. I consider this an acceptable tradeoff, since shell: cmd support never worked well in the first place and I intend to add a check to the obfuscation audit for it (everyone should use shell: pwsh or similar on Windows runners).

Fixes #1251.
