Abstract

Industry achieved a dubious landmark in 1977: a single company, General Motors, spent more than $1 billion for its employees’ health benefits. Despite this vast sum, GM has little influence over the care its premium dollars purchase in many communities. The same is true of most other employers outside their locations of major employment concentration.
