Add an exclusion for files containing THIRD_PARTY when retrieving for the driver binary

According to the README, the main project maintainer has put this project on hold. Are there additional maintainers who are able to complete this PR? Just checking before I fork.....

- Upgrade from 4.0.1 to 4.0.2 which includes official fix for ChromeDriver path issue
- Resolves GitHub issue where webdriver-manager returned THIRD_PARTY_NOTICES.chromedriver instead of binary
- This should fix Azure deployment Selenium errors without custom workarounds
