Fixes #344

This drops sbt-sonatype, and uses sbt 1.11.0-RC1 to publish to Central Portal.

Why not enable this for sonatype central? After all, they accept snapshot releases now.

With "1.11.0-RC1", my release pipeline now ends up at No tag published. Cannot publish an official release without a tag and Sonatype Central does not accept snapshot releases. Aborting release. where it would publish a snapshot when I was still releasing to OSSRH.
