Switch gen_ocaml-system_config.ml to receive arguments by the command line instead of through opam's substs mechanism.
If an empty string is passed for the version, then skip the check against Sys.ocaml_version, which can be used as a mechanism for enabling trunk ocaml-system packages.
Allows a pre-built compiler to be pinned (especially for release branches)
