This PR implements the use of systematic errors, which are used for the analysis of some instruments like BAT (see #613). These errors are read from the SYS_ERR column of the fits file and are treated as dimensionless relative errors, which need to be multiplied by the associate bin contents before being combined with the statistical errors.
