Rollback Chrome Win ARM64 PGO Profile lld started failing on Win ARM64 official builder after this PGO rollout https://crrev.com/c/5607682. There have been some more rollouts since then. So this CL rolls back the pgo version to the last known good one. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
