[Canary] Revert "Add 64-bit primary targets for standalone Stable WebView" This reverts commit e139245a203fd3b4f4b2e68525b4ab3de020ec89. Reason for revert: tentatively reverting as this seems to be the cause of build failures in android-arm64. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
