A Person Shaking Their Head would be used as a disagreeing No gesture in most parts of the world. Its affirmative or acknowledging counterpart would be a Person Nodding. Like most movements, these are hard to visualize with static imagery, although there exist conventions from comics/manga, cf. 🙌 👏 👋 🙇.
It may be confusable with the iconic Indian Head Wiggle, which has a meaning similar to shrugging.
