Most emoji emoticons are good guys. Sometimes one needs to represent a Culprit, a Criminal, a Gangster or a Bandit, maybe standing in for Crime, Mafia or the Mob. It could perhaps also be combined with a Convict or Inmate emoji, which are missing #172 Jail or Prison and 🏛⚖ Court (of Justice) emojis.

The stereotypical eye mask may make it similar to a Raccoon emoji. #110
