A clear and concise description of what the problem is. When I download something, I can't see when it finished downloading, and I can't open it right away

A clear and concise description of what you want to happen.
When I download something, a progress bar appears in the notification bar, and when the download is complete, a pop-up window appears above the bottom bar with an “Open” button.
One more thing: the option to open downloads. Right now, when I click on something I've downloaded in the Downloads folder, a pop-up appears asking if I want to download it. Sometimes I download APKs and want to install them directly from the Downloads folder.
