[change] irc: task_re has been altered to allow more complex conditionals

[change] iptorrents: categories have changed

[change] torrentleech: updated categories to match the new ones on the site

Fuzer enabled recpatcha
### Detailed changes:
- Switched to using values from cookies. Not as nice, but it works



### Config usage if relevant (new plugin or updated schema):

  fuzer_test:
