A really big pull request addressing this bug Users now get a little printout if DD is correctly initiated.
Changing parameters from the GUC uses DD and it already gives printouts along these lines:

This does however not address the issue if a parameter is configured in the wrong way. I have added a task in planner to add checks in DataDictionary to verify contents of the .conf file.
