Remove friction between run and test command into a single behavior for the test suite, its either used or not. It would also allow bundled app to access testing framework for dynamically running tests for user input if needed.

Goal

• Remove test command.
• Replace testing behavior upon loading dynamically, to be executed with normal running context.
• Support testing library to be disabled/enabled.
• No cost in run command performance.
