Bug: Nested .github directory breaks issue template path
The file path contains a duplicate .github directory: .github/ISSUE_TEMPLATE/.github/feature_import_export_alert_config.md. The correct path should be .github/ISSUE_TEMPLATE/feature_import_export_alert_config.md. GitHub will not recognize this as a valid issue template because it's in the wrong location (nested .github subdirectory), rendering this template completely non-functional.
