Making it optional (e.g. KeepActiveTabVisibleOnResize) is probably best, since the standard Tab control does not do that.

A couple of issues:

Still not sure why tabs are shifted when restoring from minimized state. Why don't they stay as before the minimized state?
When you shift from maximized to normal state the above code (TSpTBXCustomTabSet.Resize) is triggered twice but the active tab is still hidden.

Regarding the second issue the problem stems from the fact that in the code below:

ATab.Visible is True, despite the fact that after restoring the window to normal state, the tab is no longer visible.

Both the above issues are resolved by changing your Resize function to:

I am not sure whether Toolbar.RightAlignItems; should be called even when Autofit is True, since it does call Autofit, which otherwise would not be called. In that case the code should be:
