Generate a reviewed organization project directory from repository metadata #12

Proposal

Build a deterministic generator that reads approved public repository topics/descriptions, proposes profile-directory changes, and requires human review before publishing.

Acceptance criteria

• Only allowlisted public repositories are included.
• Generated changes are deterministic and validated.
• Status and intended-user fields require explicit metadata.
• Automation opens a pull request instead of pushing directly.

Deferred: Outside frozen run scope

This proposal was discovered during the frozen public-issue run and is intentionally excluded from implementation in that run.
