Currently, you can hide the toolbar for web panels. However, approaching the top edge with the mouse causes the toolbar to show up again, changing the web panel page layout. This keeps happening because a lot of websites have the hamburger menu at the top-left edge.

Please allow this behavior to be disabled, so that the hidden toolbar remains hidden no matter what.
