Note that once we backport other stuff to the branch-53 branch, we'll likely want to update the release notes again and then have to merge those changes to main again as well (in case you want to wait for this PR until all the changes have gone into the branch-53 branch)

That is what I would typically do (also to have a pre-approved PR ready to go that just needs some final touchups)
but I don't think there is any requirement one way or the other
