Expected Behavior

E2E testing succeeds reliably when they are triggered concurrently for multiple PRs/branches

Actual Behavior

E2E testing may fail if more than 1 PR triggers it concurrently. It fails for CloudFormation stack being in UPDATE_IN_PROGRESS state
