bug: `Direct` connections no longer work in `2.7.0` - they worked in `2.6.0`

I've verified this across several people's deployments including mine and dogfood.

Reproduced this with:

1. Coder CLI and `coder ping`
2. VS Code Desktop and only `DERP` is showing in the bottom tray and does not say `Direct`
