EDIT 1: I'm also running into this upon workspace creation

EDIT 2: this appears to be a regression. v0.43 works fine, but v0.4.4 and v0.5.0 does not

Steps to Reproduce

  1. Use a Coder deployment with no workspaces
  2. Run coder ws ls

Expected

Empty workspace message

Actual

~ coder ws ls
invalid character '<' looking for beginning of value
