As an Admin user, I do not want permissions for a non-admin to include the New User functionality (or in this case, a New User button that takes you to the New User form but does nothing on Submit).

Details:

Remove the New User button for Non-Admins on the Users page.

Note: there is a separate issue for access to the User's page itself for new users.
