As a user, I do not want an empty Admin dropdown in the UI so that I do not have unusable clutter.

Because we are moving the list of users to the top nav so all user roles can see the users list for their org, we will have an empty Admin dropdown in the top nav. We can remove this once it is empty so we are not cluttering the UI with future items that do not have usefulness right now.
